Men ages 16 to 45 from 25 countries — all Muslim-majority countries save North Korea — were required to present themselves to government officials if they had nonimmigrant visas. We’re talking students and people here on work visas. The National Security Entry-Exit Registration System (NSEERS) was created as a way for the US government to more closely monitor these particular immigrants.
